You might have read about venturi tunnels but they don't work in the way you mentioned in your first post.

If there was ever a time in motor racing history where "ANYTHING GOES" existed, it was in Can-Am (FIA Group 7) from 1966-1974

That is where Ferrari's only 7 liter V12 ever raced.
Porsche set the highest ever race car Horse power: 1500hp with the 917/30

And Chaparrel introduced all sorts of new aero elements to go fast. This included HUGE wings on the 2E and 2F to the Vacuum effect with the 2J.
(Jim Hall's texas Chapparal's had wings before F1 cars did) The 2J, (Vacuum fan car) raced in the 1970 season.

All the fun ended in 1974 with the fuel crisis.
