Depends on what they mean by 'manager'.

Many companies have varying and exceedingly loose definitions of that word.

How can you get a arch. project manager job offer being a telecom cad guy?

35k/yr for that position is whack. If its a true arch. project manager position those guys get paid well (like 80-150k). But they have the entire project to worry about not just arch., civil, MEPFP, etc etc etc

beats me i've had my resume with a staffing firm... i'm guessin they could use me...i'm goin for a interview today at 4 i just need to find out what my responsibilities will be

here's the problem with that:

the company is paying the staffing firm $60-$70k/yr for you, so thats the level of performance you will be expected to meet

they're only going to compensate you $35k/yr, so you're going to be upset and do piss poor work

so that explains why you got such a pretigious title, but such shitty pay

staffing firms are teh lose

yes you dont have to use a staffing company to find a good firm to work for. Staffing firms are just middle-men to your full paycheck. I've never understood why people use them?

This just shows you how bad companies are these days.... (This is not to slight you at all and I would be weary about working for someone like that)

If that is more $$ than what you are making now then it is a benny. Most people leave to goto other careers for 15-20% increase in pay. So the question remains. Is that enough? Food for thought.
