Back in the day, those certs used to mean a lot more, but now, it's just not the same. Now you need a college degree, or know someone, just to get your foot in the door. My sister works for IBM, and has been with them for the past 7yrs, and all these companies outsource many of their employees, especially for the important projects. Lots of people from India, as they seem to have an abundance of smart computer programmers, and engineers, with college degrees who get the work done better, and do it for less money.

With no experience? You can expect a 35k/yr starting salary. If you have 5yrs+, then you can get more. How MUCH more depends on the company, and what kind of work they'll be having you do. The market for this stuff has really fallen out, and I pretty much saw that happening when I graduated, so I took a different route and didn't even do anything IT related. I'm MUCH better off now because of that decision, lol, so it was a good one for me to make. However, if you're set on being in that field, then that's what I would expect to start out at. It can vary a little bit, but with people that can do it for LESS money, have MORE experience, and MORE education (college degree's), you're resume becomes not as attractive as the next guy.

Slowster, regarding the numbers I threw at you.... theres a big difference between what an independent consultant charges and what you'd expect to get working as a tech / manager etc. Think of it this way.... you can go swing a hammer for 10 bucks an hour for a construction company or you can go out and find work yourself.... and make a LOT more.
