Well I'm not 100% sure, But I do know that in Japan the top numbers are for the vehicle classification and the bottom numbers have something to do with engine displacement.

Sick cars tho... and the wing is what makes it!!

Well, because at first they put Nissan badges on it. But the car was slow and kept falling apart. So, they had to spend a lil more money on Honda badges and this is the outcome.
