I actually helped my friend lower his s13 and it only took about 1hr 45 min easiest car I've ever done.. I would replace the shocks unless their bouncy. But if u have the money I would go ahead and change em. As far as tool I think all we used was a ratchet/ torque wrench

All you need are simple hand tools such as a ratchet and metric sockets, probably anywhere from 10-19mm. But you WILL need to rent/buy a spring compressor from autozone. It's pretty straight forward, and simple to figure out. It is time consuming though, will take you a few hours. I'm sure you can find a write up of it somewhere online...
I would recommend installing new shocks at the same time just because....

you dont need a spring compressor...unbolt that shit on the ground, it may shoot out 5-10 feet, just be careful

X3 on not using a spring compressor, they are for girls, shoot that spring through a wall instead lol. If they are cut real low you won't even need a compressor or even worry about it shooting at all lol...
What 240 is it? I cut the springs on mine, road smoother then a friends with coilovers.
