Corvette plate "IOWNIA"

I was at hooters last night at pleasant hill for the fight and as i was leaving i spotted another vette, gray/silver i believe. The plate said "IOWNIA" and they had a licence plate that said importatlanta. I was just curious who this was? :thinking:
