starting the car

ok i need to know why & how much to repair this ..

friend drove down from nyc with a car he bought of a family friend ..
car turns and starts fine .. but the problem is after u fill it up with gas ..
it wont start at all unless you turn the key and pump the gas pedal ..
anybody have any clue what the problem is ??

01 - honda lx - automatic ..is the gas cap being put on all the way...as in click click click?

Seems like the easiest thing to do is not fill it up all the way.

yes i turn it 4 times .. even if i put in 5 dollars worth still the same thing ..
im thinking the spark to start the engine is weak ..
