The gymkhana name comes from rodeo where cowgirls rip their horses around a short course made up of barrels and obstacles. A close automotive relative is autocross (http://www.scca.com/contentpage.aspx?content=55#SCCA%20Autocross) which is basically very small circuit racing in a parking lot using a course made up of cones. Gymkhana adds an element of showiness and drifting to the event. If you were a snowboarder, it'd be the technical-but-timed Mount Baker Banked Slalom with a scored slopestyle run built into the course.
Gymkhana courses are often set up to encourage the showy driving and drifting on the first lap and a timed run on the second. Ken Block's 2006 Subaru WRX STi gymkhana car is purpose built for the event with the suspension, brakes and engine all pumped up—it has 525 go ponies and retains AWD.
The laughter in the car indicates that this unrestricted 500hp beast, while not being pitched through the woods at 80mph is bit more of a handful than Ken's rally car. Rally cars are built for the ultimate combination of performance and forgiveness—it still takes colossal cajones to win rallies.
