Katrina Victims to Get $2K Debit Cards

WASHINGTON - The federal government plans to hand out debit cards worth $2,000 each to families displaced by Hurricane Katrina.

Homeland Security Department Secretary Michael Chertoff, under fire for his agency's response to the disaster, held a conference call with governors of states with evacuees and described the plan. While many details remained to be worked out, the plan was to quickly begin distributing the cards, starting with people in major evacuation centers such as the Houston Astrodome.

White House press secretary Scott McClellan said the cards are aimed at providing "some immediate cash assistance to those who are in shelters, those that were evacuated."

Republican Massachusetts Gov. Mitt Romney, who participated in the conference call, said the cards will be offered "to people in shelters as well as people who are not in shelters but who have evacuated the area and need help." He said the hope is the cards will encourage people to leave shelters voluntarily.

The Federal Emergency Management Agency is administering the program. FEMA officials said the program is aimed at those most in need, so not all families that fled their homes will be eligible.

"For instance you may have some people who have insurance and insurance is meeting their living expenses while they have been displaced," said Ed Conley, a FEMA spokesman in Houston. "You have some people who may be looking at an option such as a cruise ship where all of their needs are going to be met. It is going to vary by family."

The cards are to be used to help victims purchase food, transportation and other essentials.

It's unclear how much the debit card program will cost the government, but it could run into the hundreds of millions of dollars since hundreds of thousands of people have been displaced.

Alaska Gov. Frank Murkowski, a Republican, said he had concerns about the potential for abuse.

"That's a lot of money. The question is how do you separate the needy from those who just want a $2,000 handout," he said.

The cards will be issued on a one-per-household basis, said Natalie Rule, a FEMA spokeswoman in Washington. As a safeguard against fraud, FEMA will use aerial photographs of devastated areas to verify that the refugees were, indeed, forced from their homes in cases where they cannot provide documents to prove their losses or identities.

"We've got a huge population of people that have been evacuated with very little by way of possessions and we have to have a way to make sure these people can function," Rule said. "If there are those who are out there to cheat the system, that is going to be very disappointing. But the main goal is to get the aid out."

Rule said the agency was setting up registration centers in shelters in Houston and Dallas where evacuees could obtain the cards.

FEMA is working to set up similar registration centers in other shelters across the country, Rule said, and evacuees can also get the debit cards by calling 1-800-621-FEMA or going to the agency's web site at http://www.fema.gov.

That is a pretty good idea but im sort of skeptical on how some people are going to try to get the money even if they dont need it.

I see this as a downfall. True the people need some kind of help and allowing them to buy what they need is a good thing but I also see this program getting taken advantage of and being abused.

its not that much money when u have NOTHING!!! Good to see ppl are gettin help tho! Ims ure its gonna be like a card that can onlybe used for certain thing oir certain place.

its good, but there is abuse on every gov't assistance program... what was funny is yesterday they did this and most couldn't even use the card b/c they couldn't get them activated :lmao:

"Poor" is a notion...a mental disease...This is America, the "great land of opportunity"...if you wanted to go to college, or get a job above all things...anyone can.

so im thinking everyoen that goes to college isnt poor.

IF we have all these govt. programs that give free healthcare, free food, free free free...don't you think that they have all these grants, and scholarships for people who can't afford to go? Yea, I think so...If someone really wanted to go they could, no matter what their stature.

Besides, tax dollars pay for public schooling...you could always, uh...I dunno, maybe do well in school then obtain an academic scholarship? If there's a will there's a way.

i agree with what you are saying. i mean there are certain families that do need help. and i am all for them getting this card to help them relocate or buy some food, etc. some people do need help

some, will see this as a HANDOUT and take advantage of it.

i hope the people that need it the most get first dibs

I heard on CNN this morning at 5:02 am when there was a line at red cross already that its activated as a foodstamp type deal, like certain necessities could be purchased, clothing at certain places and what not. they said they were not positive how it would be stopped by being frauded but they are willing to risk a few thousand dollars to have majority of the survivors able to know its not the end for them.

The ppl who really lost evething need the money and the donations (tru millions have been donated.....Quait donated $500 million). These cards will help em bout for wat like a month then wat? They gonna call in "can u please increase my credit limit on this card" lol.

omfg that would add to the problem fuck 2k debit. They need to dispatch some type of food stamp-esque currency, where you can only spend it on certain items. As you all know a LARGE percentage of the people in NO are crack users/ addicts, etc. Some people say its because they couldn't get their fix... they started actin crazy... like fuckin crack-zombies. Seriously a lot of this money is going to leave the country to like peru, colombia, bolivia, etc.... People are going to get greedy, scamming is going to go on, etc.. i think its a super- bad idea... they should give out like 2k of food stamps or something... only usable on clothing, food, items like that that you NEED... but not make it "cash" where you can buy other things..

the potential for this proposed program to be abused is great....but then again ....how many government programs are already getting raped by those that arent trying to better themselves through hard/smart work and perserverance? plenty.
but i think it is a pretty good deal for those honest folk that lost something...well everything, and are in another part of the state of louisiana or country and really intend on using this wisely. good luck to the goverment.

There are ways around everything...like I said, if you really wanted something there are ways of obtaining it...your statement is just an excuse, a mental excuse. Did I say it was easy?
