I can't explain that, notice i didn't even try, but on the other hand how can you explain to me that they are in fact "death camps" and "gas chambers" as the satanic voice on the video says? WASHINGTON (CNN) -- A call by President George W. Bush for Congress to give him the power to use the military in law enforcement roles in the event of a bird flu pandemic has been criticized as akin to introducing martial law.

Bush said aggressive action would be needed to prevent a potentially disastrous U.S. outbreak of the disease that is sweeping through Asian poultry and which experts fear could mutate to pass between humans.

Such a deadly event would raise difficult questions, such as how a quarantine might be enforced, the president said.

"I'm concerned about what an avian flu outbreak could mean for the United States and the world," he told reporters during a Rose Garden news conference on Tuesday.

"One option is the use of a military that's able to plan and move," he said. "So that's why I put it on the table. I think it's an important debate for Congress to have."

The Posse Comitatus Act of 1878 bans the military from participating in police-type activity on U.S. soil.

But Dr. Irwin Redlener, associate dean of Columbia University's Mailman School of Public Health and director of its National Center for Disaster Preparedness, told The Associated Press the president's suggestion was dangerous.

Giving the military a law enforcement role would be an "extraordinarily Draconian measure" that would be unnecessary if the nation had built the capability for rapid vaccine production, ensured a large supply of anti-virals like Tamiflu and not allowed the degradation of the public health system.

"The translation of this is martial law in the United States," Redlener said.

And Gene Healy, a senior editor at the conservative Cato Institute, said Bush would risk undermining "a fundamental principle of American law" by tinkering with the act, which does not hinder the military's ability to respond to a crisis.

"What it does is set a high bar for the use of federal troops in a policing role," he wrote in a commentary on the group's Web site. "That reflects America's traditional distrust of using standing armies to enforce order at home, a distrust that's well-justified."

Healy said soldiers are not trained as police officers, and putting them in a civilian law enforcement role "can result in serious collateral damage to American life and liberty."

"But Congress needs to take a look at circumstances that may need to vest the capacity of the president to move beyond that debate. And one such catastrophe or one such challenge could be an avian flu outbreak."

Should avian flu mutate and gain the ability to spread easily from human to human, world leaders and scientists would need rapid access to accurate information to be able to stem its spread, he said.

"We need to know, on a real-time basis, the facts, so the world's scientific community could analyze the facts," he said.

Bush said he had spoken to Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, about work towards a vaccine, but that means of prevention remained a distant hope.

"I take this issue very seriously," Bush said. "I'm not predicting an outbreak, but just suggesting to you we ought to be thinking about it, and we are."

Absent an effective vaccine, public health officials likely would try to stem the disease's spread by isolating people who had been exposed to it. Such a move could require the military, he said.

"I think the president ought to have all options on the table," Bush said, then corrected himself, "all assets on the table -- to be able to deal with something this significant."

Bush began discussing the possibility of changing the law banning the military from participating in police-type activity last month, in the aftermath of the government's sluggish response to civil unrest following Hurricane Katrina.

"I want there to be a robust discussion about the best way for the federal government, in certain extreme circumstances, to be able to rally assets for the good of the people," he told reporters September 26.

Last month, White House spokesman Scott McClellan said Bush "wants to make sure that we learn the lessons from Hurricane Katrina," including the use of the military in "a severe, catastrophic-type event."

"The Department of Defense would assume the responsibility for the situation, and come in with an overwhelming amount of resources and assets, to help stabilize the situation," McClellan said.

The World Health Organization has reported 116 cases of avian flu in humans, all of them in Asia. More than half of them have been fatal, it said.

On Thursday, the Senate added $4 billion to a Pentagon spending bill to head off the threat of an outbreak of avian flu among humans. The bulk of the money -- $3 billion -- would be used to stockpile Tamiflu, an antiviral drug that has proved effective against the H5N1 virus -- the strain blamed for six deaths in Indonesia last week.

U.S. health agencies have about 2 million doses of Tamiflu, enough to treat about 1 percent of the population. The money added by the Senate would build that stockpile to cover about 50 percent of the population.

The Cheney/Bush administration has a plan which would accommodate the detention of large numbers of American citizens during times of emergency.

The plan is called REX 84, short for Readiness Exercise 1984. Through Rex-84 an undisclosed number of concentration camps were set in operation throughout the United States, for internment of dissidents and others potentially harmful to the state.

The Rex 84 Program was originally established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA.

Existence of the Rex 84 plan was first revealed during the Iran-Contra Hearings in 1987, and subsequently reported by the Miami Herald on July 5, 1987

It appears Hurricane Katrina also provided FEMA with an excuse to “dry run” its unconstitutional powers in New Orleans, rounding up “refugees” (now called “evacuees”) and “relocating” them in various camps. “Some evacuees are being treated as ‘internees’ by FEMA,” writes former NSA employee Wayne Madsen (http://www.waynemadsenreport.com/).


“Reports continue to come into WMR that evacuees from New Orleans and Acadiana [the traditional twenty-two parish Cajun homeland] who have been scattered across the United States are being treated as ‘internees’ and not dislocated American citizens from a catastrophe"

We are dangerously close to a situation where ~ if the American people took to the streets in righteous indignation or if there were another 9/11 ~ a mechanism for martial law could be quickly implemented and carried out under REX 84.

Be forewarned ~ the Cheney/Bush administration will stop at nothing to preserve their power and their ongoing neocon mis-adventure and they have currently proposed having executive control over all the states National Guard troops in a national emergency.

Governor Tom Vilsack of Iowa, called the proposal " one step away from a complete takeover of the National Guard, the end of the Guard as a dual-function force that can respond to both state and national needs."

The provision was tucked into the House version of the defense bill without notice to the states, something Vilsack said he resented as much as the proposal itself.

Under the provision, the president would have authority to take control of the Guard in case of " a serious natural or manmade disaster, accident or catastrophe" in the United States.

FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.

The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners.

Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold thousands of people.

Annex A, section B of Operation Garden Plotdefines tax protesters, militia groups, religious cults, and general anti-government dissenters as Disruptive Elements. This calls for the deadly force to be used against any extremist or dissident perpetrating any and all forms of civil disorder. Under section D, a Presidential Executive Order will authorize and direct the Secretary of Defense to use the Armed Forces of the United States to restore order. 2 TAB A APPENDIX 1 TO ANNEX S USAF CIVIL DISTURBANCE PLAN 55-2 EXHIBIT POR:SGH, JCS Pub 6, Vol 5, AFR 160-5 hereby provides for America's military and the National Guard State Partnership Program to join with United Nations personal in said operations. This puts all of our National Guardsmen under the direct jurisdiction of the United Nations. Section 3: This plan could be implemented under any of the following situation: (1) Spontaneous civil disturbances which involve large numbers of persons and/or which continue for a considerable period of time, may exceed the capacity of local civil law enforcement agencies to suppress. Although this type of activity can arise without warning as a result of sudden, unanticipated popular unrest (past riots), it may also result from more prolonged dissidence. This would most likely be an outgrowth of serious social, political or economic issues which divide segments of the American population. Such factionalism could manifest itself through repeated demonstrations, protest marches and other forms of legitimate opposition but which would have the potential for erupting into spontaneous violence with little or no warning. (2) Planned acts of violence or civil disobedience which, through arising from the same causes as (1) above, are seized upon by a dedicated group of dissidents who plan and incite purposeful acts designed to disrupt social order. This may occur either because leaders of protest organizations intentionally induce their followers to perpetrate violent acts, or because a group of militants infiltrates an otherwise peaceful protest and seeks to divert it from its peaceful course. Subsection C: (2) Environmental satellite products will be continue to be available. (d) Responsibilities. Meteorological support to civil disturbance operations will be arranged or provided by AWS wings. The 7th. Weather Wing (7WW) is responsible for providing / arranging support for Military Airlift Command (MAC) airlift operations. The 5th Weather Wing (5WW) is responsible for supporting the United States Army Forces Command. (3) SITUATION. Civil disturbance may threaten or erupt at any time in the CONUS and grow to such proportions as to require the use the Federal military forces to bring the situation under control. A flexible weather support system is required under control. A flexible weather support system is required to support the many and varied options of this Plan.
