There are 2 things you can do....
1) buy a '96 spec ITR gauge cluster and it will be plug and play for 94-97 integras. The one you have is for 98+ tegs.
2) switch the green film on the back of the ITR gauge cluster with your stock 94-97 cluster and everything will work fine.
I've been in your situation before, had to find out the hard way.

removing the bulb is the easiest way. who cares about an ABS light? I always took out the SRS light bulb when putting in aftermarket wheels and removing passenger air bags. So much easier.
