No, it couldn't, and Fox News is retarded for suggesting such a thing. The kind of black holes that this might create would evaporate instantly. A black hole needs more than the mass of the entire Earth to be stable. In fact, it needs something like 3-4 solar masses. That's 6 orders of magnitude more mass than the Earth. The LHC physically cannot create a black hole stable enough to destroy anything.

The scientist they interviewed said as much, but Fox being the ridiculous propaganda machine that it is, they tried to drum up fear anyway.
