I doubt it. I may well be wrong, but one usually finds art in the everyday like that in Europe.

the technique at work there is forced perspective. Perspective works two ways... you either shorten something that is on a flat surface in order to make it look 3D (like a drawing of a city with buildings going back and stuff). The other way it works is by lengthening something on a 3D surface to make it look flat, which is what's at work here. It's way cool when it's done well. Same idea is at work here...
