actually for him to be arrested.. the officers can not provoke, or ask for this to happen...

kinda like undercover prostitutes and drug dealers....

they aren't allowed to just throw it out there and lure them in... they have to be asked first or something like that...


someone else here probably knows the legal terms for this...
