so is there anything special(remove oil plug, plug jet, remove...etc) to do when putting the d16z6 head on a d16y7 block?

Make sure you dont have the oil plug in the block. Oil plug installed = no vtec for you.

if its anon vtec block shouldnt that plug be there? mine doesnt have one ..... its open/unplugged.im guessing im alright? slap it togetther.

Yea its the one toward the back of the block in that circle, both holes should be open to work with a vtec head. so as long as both of those are open (the restrictor is NOT in your block unlike the picture) you should be fine.
