Kind of. More or less you move the mounting point of the strut as far as it will go so the strut is fully extended even when a car is slammed (or however low you want it.) It means using stock struts is easier and they last long as if they were going on a regular height car. Also works with any aftermarket strut and you can angle the struts in any way to accomodate for any track settings you want. :)
