Good, free image editing software

IA has a lot of photographers and... er... amature photo editors and captioners, so I thought I'd get some advice. I'm tired of using MS Paint to resize images and winding up with grainy n00b crap. Are there any good free image editing programs I can download that you guys would recommend?

I use Picasa to upload pictures and manage them and do basic red eye and cropping, but I want something a little bit more capable. Thanks.

Someone had posted, not long ago, about a free version of PS. Look in the PICTURES section as I think it was posted there. I don't think it had all the options, but I never checked it out. Later, QD.

If you're on Windows I would say take a look at Paint.NET

paint.net seems pretty cool.. has some online tutorials too...
