OK so I had to take my Crank pulley back off after torqueing to 150lbs before I realize I fogot to set the balance belt on the h22. So I corrected the balance belt and went to put the crank pulley on. Lined up the key on the sprocket with the opening on the crank pulley. Put my crank pulley tool in place and started tightening up the crank bolt. With the crank pulley tool in place it feels like the crank is still moving. Also, now the crank pulley will not come off and I originally took it off twice already before. I need help. Any ideas.

Sounds like you put it on there crooked, Use a puller, prybar. anything in that nature.

Would putting it on crooked account for the pulley turning and not holding in place to tighten the bolt?

Turns out the pulley was actually on straight so I started checking the torque of the bolt with the torque wrench. I lowered the torque wrench to 105, then check. 140, then check and went ahead to 180 and tightened. Also the ratchet I used to hold the crank pulley tool was 1/2 but very small, so I replaced with a thicker ratchet and it did the job thanks.
