Leading Index Shows U.S. Economy Nearing Slump’s End (Update2)

July 20 (Bloomberg) -- The index of U.S. leading indicators rose in June for a third consecutive month, reinforcing signs the economy may be emerging from the worst recession in five decades.

The Conference Board’s gauge of the economic outlook for the next three to six months increased 0.7 percent, more than forecast, after a revised 1.3 percent gain in May, the New York- based research group said today. It is the first time the index has climbed for three months in a row since 2004.

Smaller job losses, rising stock prices and stabilization in homebuilding and manufacturing are evidence that government efforts to stem the financial crisis and lower borrowing costs may pay off. A jobless rate that is forecast to reach 10 percent and falling home values are a reminder that any expansion will be muted as consumers rein in spending and boost savings.

“The numbers are signaling an outright turning point,” said James O’Sullivan, a senior economist at UBS Securities LLC in Stamford, Connecticut. “The recession will end in the third quarter. We’re moving in the right direction.”

Stocks, one component of the leading index, extended gains following the report. The Standard & Poor’s 500 Index rose 0.2 percent to 941.87 at 10:40 a.m. in New York. The S&P 500 index average rose 2.6 percent in June and has soared about 40 percent since March 9 -- when it reached its lowest level in more than 12 years. Last month’s gain contributed 0.1 percentage point to the leading index.

Exceeded Forecast

The New York-based Conference Board’s index was forecast to rise 0.5 percent, according to the median of 59 economists in a Bloomberg News survey. Survey estimates ranged from a decline of 0.3 percent to a gain of 1 percent.

Seven of the 10 indicators in today’s report added to the index while three indicators subtracted from it. A growing divergence between long- and short-term interest rates, rising stock prices, a longer factory workweek, increases in building permits and falling jobless claims contributed to the gain. Falling money supply, orders for capital goods and consumer expectations pulled down the index.

The biggest boost was provided by a widening spread between the 10-year Treasury note, where yields rose based on mounting speculation of an economic recovery, and the overnight fed funds rate.

Bernanke Testimony

Federal Reserve chairman Ben S. Bernanke is slated to deliver his semiannual economic report to Congress tomorrow. He’s expected to outline his strategy for exiting the biggest monetary expansion in history in order to contain inflation. Keeping a lid on prices would give the central bank leeway to maintain the overnight rate near zero for an extended period of time, economists said.

The housing slump, now in its fourth year, may also be stabilizing. Building permits, a sign of future construction, climbed 8.7 percent in June, the biggest gain in a year, the Commerce Department said last week.

Economists surveyed by Bloomberg this month projected the economy will grow at an average 1.5 percent pace in the second half of the year after contracting over the previous 12 months. They also projected the jobless rate will surpass 10 percent by early 2010.

Seven of the 10 indicators for the leading index are known ahead of time: stock prices, jobless claims, building permits, consumer expectations, the yield curve, factory hours and supplier delivery times.

The Conference Board estimates new orders for consumer goods, bookings for capital goods, and the money supply adjusted for inflation.

Coincident Measures

The Conference Board’s index of coincident indicators, a gauge of current economic activity, dropped 0.2 percent after decreasing 0.3 percent the prior month. The National Bureau of Economic Research, the arbiter of when recessions begin and end, follows this index to help it time downturns. The index tracks payrolls, incomes, sales and production.

Improved bank earnings last quarter are among signs that credit has been at least partially restored after last year’s financial crisis.

Citigroup Inc., shored up with government bailout funds and the sale of a brokerage unit, posted a $4.28 billion profit in the second quarter, compared with a loss a year earlier.

‘Positive Signs’

“Losses in our consumer businesses have been growing for some time, but we see some positive signs of moderation in those loss trends,” Chief Executive Officer Vikram Pandit said in a statement last week.

The gauge of lagging indicators fell 0.7 percent following a 0.4 percent decrease in the prior month. The index measures business lending, length of unemployment, service prices and ratios of labor costs, inventories and consumer credit.

Increases in the leading index and in the ratio of coincident-to-lagging indicators for at least three months in a row are among the signals that also determine the end of recessions, according to Conference Board economist Ken Goldstein. Both those conditions were met last month.

Recession in U.S. May Have Already Ended, Leading Index Shows

July 20 (Bloomberg) -- Components of the index of leading economic indicators are signaling the worst U.S. recession in five decades may be over now, not three to six months from now.

Less-known elements of the Conference Board’s report, including ratios and diffusion indexes, bolster the view the contraction has ended. The leading index, a gauge of the economic outlook over the next two quarters, rose 0.7 percent in June, a third consecutive gain, the New York-based research group said today.

“The process of coming out of the recession, although still fragile, may be starting,” Ataman Ozyildirim, a Conference Board economist that tracks the business cycle, said in an interview. “If it continues in this way, the NBER committee will look back and tell us the recession ended.”

A committee of the National Bureau of Economic Research, a private group in Cambridge, Massachusetts, is the accepted arbiter of when recessions begin and end. The group announced in July 2003 that the last recession had ended in November 2001, indicating their deliberations take time.

Several requirements within the Conference Board’s report that economists say need to be fulfilled before a contraction is officially considered over were checked off the list in June.

Those were: three straight gains in the ratio of coincident-to-lagging indicators, three months of 50-plus readings in the diffusion index, three consecutive gains in the leading index and an annualized reading over that period in excess of 10 percent.

Annual Rate

The leading index was up 12.8 percent at an annual rate over the last three months, today’s report showed. It was the best performance since January 2002, two months after the last recession ended.

“This is the third straight month of a gain in leaders and suggests that, along with other economic evidence, the U.S. recession might have ended” in the second quarter, Kenneth Kim, an economist at Stone & McCarthy Research Associates in Princeton, New Jersey, wrote in a note to clients.

The Conference Board’s index of coincident indicators, a gauge of current economic activity, dropped 0.2 percent after decreasing 0.3 percent the prior month. The NBER cycle-dating committee follows measures in this index to help time downturns. The index tracks payrolls, incomes, sales and production.

The diffusion index shows the breadth of gains in the leading index, with figures over 50 showing the majority of components rising. The index registered a reading of 70 in June for a third consecutive month, today’s report showed.

Financial Gauges

Earlier this year, only the financial components of the leading index -- including money supply and the difference in interest rates between the benchmark 10-year Treasury note and the overnight rate banks charge to borrow from each other --were rising. The increase in the diffusion index shows other measures are also now increasing.

“We now have positive moves in the indicators of the real side of the economy,” such as decreasing jobless claims and increasing building permits, the Conference Board’s Ozyildirim said.

While the timeframe can vary between three and nine months, on average the leading index reaches a bottom about five to seven months before the end of a recession, Ozyildirim said.

“The ‘all clear’ is not quite there, but you are beginning to see the kind of sequence unfolding that will get us there,” he said, referring to the end of the recession.

NEW YORK, July 20 (Reuters) - U.S. stocks rose on Monday after CIT Group Inc was thrown a financial lifeline to avoid bankruptcy and investors bet this week's corporate earnings will reinforce recovery optimism.

Investors were encouraged by signs that the CIT rescue was a private-sector measure instead of a government bailout.

"The private money is really the smarter money. They are not going to go in there unless they think it's going to work," said Tom Alexander, head of Alexander Trading, in Savannah, Georgia. "I think that's a healthy sign for the market and a sign of liquidity and a willingness of private participants to step up to the plate."

The Dow Jones industrial average .DJI jumped 66.43 points, or 0.76 percent, to 8,810.37. The Standard & Poor's 500 Index .SPX climbed 6.76 points, or 0.72 percent, to 947.14. The Nasdaq Composite Index .IXIC rose 13.96 points, or 0.74 percent, to 1,900.57.

The market's advance put both the Dow and the benchmark S&P 500 on the cusp of reaching new intraday highs since the market fell to 12-year lows in early March. Earlier in the day, the Nasdaq hit its highest intraday point since October 2008.

Analysts who focus on technicals expect more upward momentum if the S&P 500 breaks through near-term resistance at the 950 level.

The earnings season picks up pace this week after a strong start from companies such as Goldman Sachs Group Inc (GS.N) and Intel Corp (INTC.O).

Several analysts upgraded key bellwether issues, including three Dow components.
