if the wheel bearings have low friction, and say the treadmill goes faster... the wheels just spin faster. All the treadmill force is going into spinning the wheels while the force of the propeller goes forward direction.

Its hard to tell, but very hard to test. due to rotor tips traveling at mach 1.
