me and randomguy been talkin bout the laws a lot

and im quite confused, federal law states it is illegal to purchase a handgun if you are under 21, so can you have one under 21?

Yes. You may own not purchase a hand gun before the age of 21. So you could "find the gun" or "inherit" it or blah blah blah
