No. In the article it says that in Louisiana, a 16 year old can legally have sex with someone older than them, as long as they are not more than 2 years older, which he isn't. He fell short by 26 days.

What does being under 18 have to do with it? EVERY State is different. They need to determine where this took place. In GA, consentual sex is at the age of 16. Mississippi is 16 while Louisiana is 17.
