Ok so allegedly i am in some trouble with Gwinnett. The cop was talking to my mom and said that they were going to impound my car for the tint thats too dark, which is like 2000 years old, and because i do not have a horn on my car....

Can you get a damn ticket for not having a horn? I mean come on. I have the horn I just dont have a button to push it with because the air bag went off in the truck...

step 2 - tell cop to stand in front of car and tell you if it's loud enough.

The only way you can fail an emission test for a safety related problem, is on a 95' and older, which requires a dyno test. If there is anything about the vehicle that the inspector feels to be unsafe to test it, (fuel leak, flat/ odd sized tire on the drive axle, etc..) he/she can fail it. An emissions test has nothing to do with vehicle safety features. It is not a vehicle safety inspection, it is an EMISSION inspection. But don't take my word for it. I have however done a salvage inspection on a car of mine (and this is where they tested everything, like turn signals, horn, wipers, etc)
