Look at the law change that just occured in the Supreme Court. Generally it would take 10 times the amount of powder cocaine(generally sold and used by whites) compared to crack concaine(generally sold and used by blacks) to yield the same jail time in Federal and State Courts. So if you're a poor black kid selling crack rock on the corner you'll get a GUARANTEED 10yrs for 10 grams of crack cocaine. While the rich white kid on the other side of town trying to be hard gets off w/ 1 yrs probation and a fine for 10grams of powder. If he rats on his source and maybe they find 100grams of powder cocaine at his stash house then he'll get MAYBE 10yrs-generally they'll get less!!

If you want more proof I've got plenty. Look at more than half the judicial rulings in TX and LA and you'll see there is a definite difference in jail time given to black compared to whites that commited the same crime. Some even get no jail time and just probation. Why do you think blacks are so mad about the Jena 6 or Genarlow Williams.

maybe crack gets you more time because its 10x more addictive and crack users and dealers commit 100x the crimes that those selling and using powder are. Powder is still a rich mans drug and because of that most can afford the habit. The dealers are aware of this and are generally less violent. You also dont see many kids (16 and under) using and selling powder. You see alot of dealers selling crack before they can drive.
