Yes the megan headers and cold air intake is what you need to start off on your journey of going turbo...

pistons and rods for 300-400whp, i would sleeve the block if you wanna go over 400whp+ or you can turbo the stock B16 and stay under 300whp or most would recommend to stay under 250whp. B16 = weak rings.

300whp is a lot from 1.6 liters.

not mr honda, but for what ITR heads are generally used for (revving high( and what revving high is generally used for (all motor) you would spend alot less money using another head. and building it.

head flow is way less important in an FI car than NA. Stick with the head you have and put the money else where, like engine management or exhaust.

getting the same gains as a 5-10% better head flow is a twist of a boost controller away.

Boost controller $20, properly built cylinder head $1000ish

was it weak bottom end or a bad tune that caused it to go?

For 250-300 i would run your stock block. For anything over i would upgrade the following, pistons, rods, springs and retainers in the head.. Thats all with that set up i have seen well over 600HP on alot of cars..
THeir is no reson to sleeve your block for that kinda power. You dont need to spend 1k in head work thats crazy.. I can give u a few examples here local that there are a few cars well over 700HP and have had NO PORT AND POLISH jobs on the head. Mine for example is a stock type r head, no port and polish at all, i only upgraded the valves too 1mm and springs and retainers.. And the car is well over 700hp with that set up...

Ill give you my life expirence GSR block 100% stock i made 320hp
I later upgraded the pistons and rods and all and i was well over 550hp.
Later i wanted alot more then i got my block sleeved.
