do you know why you are having problems?
Any CEL codes, what are your emissions numbers?

If your not burning oil, I know an easy breezy way for you to pass anywhere.

its mostly vacuum issues. if the car runs good and has a cat on it, it should pass.
most honda motor produces low emissions, way below its standards set by the state.

unless your cars ****ty, you will fail. get it running right first. if it is, then check for vacuum sources.. eg, egr, by the manifold, idle air control valves, etc.

make all the emission stuffs are on the car, tune the engine, check and redo timing, reset the ecu, etc...

listen man it all depends on way you are failing emissions, there could be various reason.

like burning oil, CEL lights, bad cat, running way to rich, ect ect ect.

figure out why your are failing and after that its easy to make it pass especially if its obd1
