Unless you bought your modem from a store or paid comcast 100 bucks up front for your modem, you are leasing the modem (its the 3 dollar a month charge in addition to your service).

Master Reset FTW!!!!.
1. Unplug It
2.Hold Down Reset For 10 Secs (While Unpluged)
3.Plug It Back In (Still Holding Reset Button)
4.For 20 Secs
5.And Then Let Go..

Thats What I Did To Mine...But I Have Bellsouth...

If your renting it from them, you should'nt have to pay crap. Call em back and get that switched. But if that don't work buy my old one :)

comcast charges about what 3 to 6 dollars per month on the modem?
if you are keeping comcast for the long run, i found it easier to just buy a modem rather then rent it... ebay it and youll basically pay it off in about 13 months
but with your issue about them asking you to pay is bull.. i did rent for the first year i had comcast and and they switched mine out no problem. jus call em back and they should do it for you.... and if not keep bothering them until they do

good luck on it...
