find someone w a obd2 neon and an emission person that wants some money. the cars information isnt saved through the obd2 plug so it has to be manually entered, and just change all the info to your cars info. im sure there are many other cars that dont have vin and all the other info saved to the ecu that u can use insted of a neon. thats just the only one i have heard of

I'm an emissions inspector. Let me tell you this, if you are willing to spend the money, you can make any car pass under it's own power. It may take a few tries, but it will pass. On turbo cars, you may have to go with smaller injectors and re mapping, but it will pass. Paying someone under the table gets old after a while. Your best bet is to go with the smaller injectors and if you run an EMS, make a map specificly for emissions.

GA is not as straight as other states like CA. So you may be able to find people swapping engines to do it for you
