It's all part of the 23 Day Theory:

It actually took only 23 days for George Washington to realize that he wanted to be President of the United States. He decided on the hour of 12:54pm. If you take the numbers in the time of 7:31pm and add them together(12+5+4), you will get 23. His inaugural speech after taking office was exactly 23 minutes long. If you take 23 and subtract 12, you get 11. If you take that number and multiply that by 5, you get 55. 55 is also the sum of 2+3. This sentence is at 23 letters. Blood circulates the body on average every 23 seconds. If you go by the correct count, this sentence has exactly 23 syllables in it. I think one should be quite nervous with this number. Later, QD.

i am just interested in the number , just wanna know what it people think it means . the number is obviously special (to some people). but no explanation has been given on what the fuck the number means.

The "23 Enigma" is the Discordian belief that all events are connected to the number 23, given enough ingenuity on the part of the interpreter. I don't really think about these number patterns and coincidences. Like with 9/11...it seems like people just look for patterns and apply them the situation.
