rpm's fluctuate?????????

i just bought a stock 1991 civic hatch and when i have the clutch in or it is in neutral the rpms go to 1500 then to 1000 over and over what could be wrong?:screwy:

ranj did a write up about tightening the little thing on the FITV, check that. it's an easy fix if that's the problem.
