Some phones require just a simple passcode that you can type into the phone. Other devices require software and actually hooking the phone up to the software and then unlocking it from there. If you need to get something unlocked, Cellphone Clinic in Discover Mills does it for about $25

If you're still under contract, the phone companies have to unlock your phone for free now.

No; if you have a t-mobile phone and are under a t-mobile contract, you can have them unlocked; however they might realize that when you get out of contract you'll be looking for a new provider and pad themselves by unlocking it for free...
