I have to get my emissions done this week. But I have two problems. A) I don't have a cat. B) Two bulbs in my dash are burnt out, headlights and CEL.

Now I got rid of my check engine light, so I should be clean on that department. Is the bulb thing a manual check, or electronic somehow in which case nobody could pass me?

If not and you can pass me w/o any sort of inspections, let me know. :)

??? how would he pass OBDII without a cat, if it didn't set a light it damn sure would not set the cat and o2 sensor readiness monitors.

Don't you know Kris that used to have the silver Civic with the moosrack wing? Now has an FC RX7? He has been doing emissions forever! I bet he wouldn't look under your car.

Obviously since the cel is not on, all monitors are reading what is set in their parameters, as far as readiness, if the monitors have been working them the parameters have been reached. Therefor readiness is complete. As stated, the simulators fool the pcm to thinking that the 02 sensors are there. Therefore, no cel after 75-100 miles= passing emissions because all readiness has been completed
